Within the framework of the Sustainable Development Goals (SDGs), and in close coordination with other UN agencies, UNDP supports the Afghan people’s aspirations for peace, prosperity, and sustainability. As part of the UN-led response to avert humanitarian collapse and economic breakdown following the August 2021 political transition.

The Area-Based Approach to Development Emergency Initiatives (ABADEI) Strategy is a tailored response to the ongoing crisis in Afghanistan, as requested by the UN Executive Committee Working Group for Afghanistan.

ABADEI is an area-based integrated programming approach to support basic human needs by combining short-term humanitarian life-saving assistance with safeguarding livelihoods and enhancing community resilience. It aims to address worsening poverty and vulnerability, support community resilience and social cohesion, and rehabilitate of small-scale infrastructure vital for basic human needs. It emphasizes creating immediate income sources through initiatives like cash-for-work (CfW) and cash-for-market (CfM), small businesses, and livelihood opportunities, with a particular focus on agri-business and regenerative agriculture infrastructure critical for food security.

 

Since early 2025, Pushrod district has received an increasing number of Afghan returnees from Iran. Through a new community-based infrastructure project, UNDP aims to support these returnees and hosting communities by boosting their agricultural livelihoods through improved community-led water management and irrigation. This project involves the construction of an intake weir and protection walls through the Cash for Work modality. The project will be instrumental to protecting the land from floods, and increasing the water supply to farming land.

2.               Objective of the Assignment:

 

The UNDP Western Regional Office seeks to recruit a qualified Assistant Engineer to support the implementation of a new community-based infrastructure project in Pusht-e-Rod district by ensuring effective on-site monitoring, supervision,  quality control and quality assurance. The Assistant Engineer will provide technical support and recommendations to contractors, while coordinating closely with beneficiary communities and representatives, UNDP staff and other relevant stakeholders. He/she will be responsible for monitoring construction progress, verifying compliance with designs and standards, collecting field data, reporting technical issues, keeping activities on track and providing / supporting corrective actions to ensure timely and quality project delivery. The incumbent will work under the guidance of the UNDP Technical Associate and Area Manager. While based in Pusht-e-Rud district, he/she may be assigned to carry out missions elsewhere (mainly in the province or region) in support of other activities, if required by work exigencies.

 

3.               Scope of Assignment

The incumbent will undertake the following tasks to ensure the success of the project.

 

Key Responsibilities:

  1. Supervise Construction Activities – Monitor the contractor’s work on-site to ensure that implementation aligns with the approved drawings, technical specifications, and project timelines.
  2. Daily Progress Monitoring – Track and verify daily progress of works, highlighting any delays, deviations, or challenges to the supervisor.
  3. Quality Assurance – Conduct inspections and technical checks of materials, workmanship, and construction practices to ensure compliance with quality standards.
  4. Joint Measurements & Verification – Participate in joint measurements, inspections, and verification of completed works to support payment processing by milestones.
  5. Record Keeping, Monitoring and Reporting – Maintain daily records of labor, materials, activities, and weather conditions, and prepare timely reports to support project management and monitoring, according to UNDP’s practices.
  6. Environmental & Safety Compliance – Ensure adherence to UNDP’s safety standards and environmental safeguards on-site, reporting any deviations immediately.
  7. Stakeholder & Community Engagement – Support coordination with community members, stakeholders, and local authorities to facilitate smooth project implementation, in accordance with UNDP’s principles of engagement.
  8. Technical Support & Advice – Provide technical guidance to contractor staff in the field and assist in resolving site-level engineering issues. Escalate issues that cannot be solved on-site through cooperation with the contractor or other stakeholders.
  9. Site Assessments & Selection – Participate in site assessments, feasibility checks, and project site selection as required by the project team.
  10. Training on water management and disaster risk management – Deliver training on water management and disaster risk management to community members and committees.
  11. Other tasks – Undertake other tasks as assigned by the supervisor.

 

 

4.               Institutional Arrangement

The Assistant Engineer will work in close coordination with the UNDP Technical Associate-Infrastructure responsible for the overall quality execution of this project,  as well as with other UNDP personnel. He/she will developing positive working relationships with the team and relevant stakeholders.  He/she will work under the guidance and supervision of the Technical Associate-Infrastructure and Regional Area Manager.

 

5.               Minimum Qualifications of the Assistant Engineer Position

Min. Education requirements

Bachelor’s degree in civil engineering/ hydraulic structures and water resources engineering from a recognized university

Min. years of relevant work experience

Minimum of Three (3) years

Required skills

·        Minimum of 3 years of experience in construction supervision or monitoring of infrastructure projects, preferably water related project, with companies, NGOs or any development agencies.

·        Solid knowledge of construction techniques, construction materials, and quality control procedures.

·        Strong monitoring, organizational and reporting skills.

·        Knowledge of water management and disaster risk management principles, and experience in carrying out training on these topics.

·        Ability to work full time in remote areas.

·        Good interpersonal and communication skills.

·        Proven computer skills (MS Office, AutoCAD).

·        Familiarity with local context and languages is an asset.

Required Language(s)

Fluency in local languages of duty station (Pashto and Dari) is required. Written and oral English working knowledge is required.

7.               Working Conditions

  • Based full-time in Pusht-e-Rod district. Flexibility to travel to other locations, if required.

  • The incumbent will cover costs for transportation, phone credit and data, accommodation and food, as provision for these costs is incorporated in the salary.
